Document the allow_empty behavior.
When allow_empty is true, get_array returns nullptr for an empty input array. The nonempty requirement applies only when allow_empty is false.

Correct the array-accessor Doxygen comments.
The comments for get_pgset, get_pgarray, and get_array say that failures use elog, but the implementations throw std::string. Describe the actual thrown exceptions.
The get_pgset comment also refers to nonexistent allow_empty and c_array parameters. Remove those references and document its actual behavior.

Fixes #972 .
Adds complete Doxygen documentation (@PARAM, @throw, @return) to
get_check_data.hpp, matching the detail already present in
get_check_data.cpp. Header docs were previously limited to a single
@brief line per function.
